The refinery is part of Gazprom Neftekhim Salavat, a complex that also includes gas-chemical and monomer plants. The complex produces gasoline, diesel fuel, kerosene, liquefied gases and other petrochemical products.

Reuters reported that the complex processed about 7.2 million tonnes of crude oil in 2024, or roughly 2.7% of Russia’s total oil refining output. The enterprise was established in 1948 as Combine No. 18, while its first oil-refining units began operating in 1955.

The Salavat complex has previously been the subject of multiple reports of attacks. On May 9, 2024, reports said a drone attack had halted its catalytic-cracking unit; Russian emergency services said a pumping-station building was damaged, while regional authorities said the facility continued operating.

On September 18, 2025, Bashkortostan authorities reported an attack by two drones and a fire, while Interfax reported that technological processes were not disrupted. A new attack on the complex was reported on September 24. On July 14, 2026, Reuters reported an attack that damaged utility pipe racks; the agency later reported a shutdown and damage to individual units.
