Luch Design Bureau
ДП «Державне Київське конструкторське бюро "Луч"
Overview
Luch is a Ukrainian state design bureau in Kyiv, founded in 1965. In Soviet times it specialised in automated test and diagnostic systems for aircraft weapons; after independence it became one of Ukraine's main missile weapon developers, creating the Stugna-P and Korsar anti-tank systems, the Neptune anti-ship and cruise missile, the Vilkha multiple rocket launcher and the Koral air defence system.
History
The bureau was founded in Kyiv in 1965 as the DKB-485 design bureau and took the name Luch in 1975. In the Soviet period it became a leading developer of automated test and diagnostic systems for aircraft weapons: it created the SAK-46, one of the first automatic missile test systems in the USSR, the Ingul (1968–1972) and Trubezh (1969–1977) mobile missile preparation stations, and in 1981–1983 the Gurt multifunctional complex for more than 40 types of missiles.
In 1992 Luch became a state enterprise, and in 2004 it received its current name. After Ukraine's independence the bureau turned to developing its own weapons: first guided missiles for tank guns and anti-tank systems, then precision rocket artillery, anti-ship missiles and air defence. Luch products have been supplied to countries in Europe, Asia, Africa and Latin America. In October 2020 the bureau's general designer Oleh Korostelov was awarded the title Hero of Ukraine for developing modern weapon systems.
Anti-tank systems
The first line of work for the independent Luch was gun-launched guided missiles: the Stugna for 100 mm MT-12 Rapira anti-tank guns and T-55 tanks, and the Kombat for 125 mm tank guns. On this basis the bureau created a family of anti-tank guided missile systems, serially produced by the Artem plant in Kyiv.
The main one is the portable Stugna-P system (export name Skif), adopted in 2011. It fires 130 and 152 mm laser-beam-riding missiles and engages targets at up to 5–5.5 km by day and up to 3 km at night. The Stugna-P became one of Ukraine's best-known anti-tank weapons during the 2022 full-scale invasion. The light portable 107 mm Korsar, with a range of up to 2.5 km, was adopted in summer 2017, and for armoured vehicle combat modules the bureau developed the Barrier system.
Missile systems
In the 2010s Luch developed the 300 mm Vilkha precision rocket system on the basis of the Soviet Smerch launcher: its guided rocket carries a 250 kg warhead up to 70 km with a circular error probable of about 10 m. The system was adopted in 2018, and the upgraded Vilkha-M rocket extended the range to 130 km. Vilkha has been used in combat since May 2022.
The bureau's best-known design is the R-360 Neptune anti-ship cruise missile. It was first tested in March 2016, made its first successful flight on 30 January 2018, and the first training battalion entered service with the Ukrainian Navy in March 2021. On 13 April 2022, according to Ukraine, two Neptune missiles hit the Russian Black Sea Fleet flagship, the cruiser Moskva, which sank the next day. The missile was later adapted for strikes on land targets, and on 15 March 2025 Ukraine's president announced successful tests and combat use of the Long Neptune with a range of up to 1,000 km.
Air defence
Since 2016 Luch has been developing the Koral surface-to-air missile system. In June 2021 the bureau defended the system's preliminary design at the Ministry of Defence; at that time the missile, with an active radar seeker, was designed for a range of up to 30 km and altitude of up to 10 km, primarily for ships with vertical launch systems. On 8 September 2026 a ground-based Koral launcher on a Tatra T-815-7 chassis was shown for the first time at the MSPO exhibition in Poland; according to the developers, the system is designed to engage both aircraft-type and ballistic targets.
Production and partnerships
Luch is primarily a design bureau: serial production of its designs, notably the anti-tank systems, is carried out by the Artem holding company in Kyiv. Other Ukrainian enterprises also took part in the Neptune programme, including Motor Sich (MS400 engine), Vizar and Radionix. On 14 April 2026, at the Ukrainian Embassy in Germany, Luch, Fire Point and Germany's Diehl Defence signed a technology cooperation agreement focused mainly on air and missile defence.

KoralЗРК «Корал»
Koral is a Ukrainian medium-range surface-to-air missile system developed by the Luch State Kyiv Design Bureau since 2016. Originally designed for warships, it later received a self-propelled ground launcher on a Tatra chassis, first shown on 8 September 2026 at the MSPO exhibition in Poland. According to the developer, its 450 kg missile with an active radar seeker is designed to engage both aircraft-type and ballistic targets.

The R-360 Neptune is a Ukrainian subsonic cruise missile developed by the Luch Design Bureau. It was created as the anti-ship missile of the RK-360MC coastal missile system, adopted in August 2020, and later gained land-attack versions. The baseline missile carries a 150 kg warhead up to 280 km, while the enlarged Long Neptune carries 260 kg up to 1,000 km. In April 2022, according to Ukraine, Neptune missiles hit the cruiser Moskva.
